At 9:00 on the morning of March 19, 2018, the seventh plenary of the first session of the Thirteenth National People's Congress was held in the Great Hall of the people. The conference adopted the list of the chairmen, vice chairmen and members of Foreign Affairs Committee of the Thirteenth National People's Congress. The Chairman of CAMCE Luo Yan was honored as a member of the Foreign Affairs Committee of the Thirteenth National People's Congress. In accordance with the organizing method of the Constitution's oath by the general assembly, the Chairman of CAMCE Luo Yan participated in the constitution pledge ceremony of the specialized committees of the Thirteenth National People's Congress, and made a solemn constitutional pledge.
